DHS Chief: 'Secure Our Border First Act of 2015' is "unworkable extreme, impossible to achieve"

Jeh C. Johnson, the fourth Secretary of U.S. Department of Homeland Security, has said that H.R. 399, known as the 'Secure Our Border First Act of 2015' is "unworkable, extreme" and "impossible to achieve."

The bill was introduced on January 16th by Texas Rep. Michael McCaul and has 29 cosponsors. It was referred to the Homeland Security Committee. The text begins "A BILL To require the Secretary of Homeland Security to gain and maintain operational control of the international borders of the United States, and for other purposes."

It should be noted that the name of this bill itself is suspicious in itself because these duplicitous politicians always say that they want to 'secure the border first' before they give amnesty to millions of illegal aliens. Zionist stooge Rand Paul, for instance, just this week said that very thing:

"The eleven million (illegal aliens) are never going home, don't need to be sent home. I would incorporate them into our society by making them taxpayers.", he said, adding we would need to 'secure the border first.'

SEC. 2. requires 'REPORTS ON CURRENT BORDER SECURITY STATUS' and states "The Secretary of Homeland Security shall submit to the appropriate congressional committees, the Border Security Verification Commission (BSVC), and the Government Accountability Office reports that assess and describe the state of situational awareness and operational control along the northern and southern borders of the United States. Such reports shall include an identification of the high traffic areas and the unlawful border crossing effectiveness rate for each sector along the northern and southern borders of the United States that are within the responsibility of the Border Patrol."

The first such report is required within 30 days after the date of the enactment of the act, and also every 180 days afterwards.

The biill continues "The Secretary of Homeland Security shall gain and maintain situational awareness, and operational control of high traffic areas, by the date that is not later than two years after the date of the enactment of this Act, and operational control and situational awareness along the southern land border of the United States."

It also requires double layer fencing in various sectors, landing mat fencing with bollard style fencing , thousands of miles of road construction projects in various states, boat ramps, and operating bases with interview rooms, detention space, etc.

It lists various requirements for each border region. For example, "For the Laredo sector, the following:
(A) Maritime detection resources for Falcon Lake region.
(B) Increased flight hours for aerial detection, interdiction, and monitoring operations capability.
(C) Increased monitoring for cross-river dams, culverts, and footpaths.
(D) Ultralight aircraft detection capability.
(E) Advanced unattended surveillance sensors.

In his official response to the measure, Johnson stated

"The "Secure Our Border First Act of 2015" voted out of the House Homeland Security Committee last night is not a serious effort at legislating border security � and its authors know it. The bill is extreme to the point of being unworkable; if enacted, it would actually leave the border less secure. The bill sets mandatory and highly prescriptive standards that the Border Patrol itself regards as impossible to achieve, undermines the Department of Homeland Security�s capacity to adapt to emerging threats, and politicizes tactical decisions.

In the meantime, the bill does nothing to provide what the Department of Homeland Security really needs from Congress � appropriated funding to pay for vital homeland security initiatives. That includes both the additional resources we put on the border last year, and the additional technology, equipment and other resources we need from Congress to further secure the border. As long as the Department of Homeland Security continues to function on a continuing resolution, as it is now, we are limited in our ability to deploy these critical tools, along with other resources vital to homeland security. Unfortunately, H.R. 399 is unworkable, plain and simple. I again encourage Congress to support the homeland security professionals at this Department with the resources they need, without provisions that would micromanage their work or restrict their flexibility in dealing with the nation�s critical homeland security efforts."
