A Sheriff's Deputy has been reprimanded for 'conduct unbecoming an officer' after he cranked up the heater to make prisoners behave while in transit. Deputy Johnny Hubbard was suspended for five days for acting "in a manner unbecoming of a deputy" after prisoners reported that he had blasted the heater on them during a transit drive from court. The prisoners got so hot that they had to begin taking off their clothing to try to escape the heat.

"Deputy Johnny Hubbard was suspended for five days for the Sept. 28 incident, the St. Lucie County Sheriff's Office said. The conclusion for the internal affairs investigation, which happened last month, was Hubbard acted in a manner unbecoming of a deputy. The Sheriff's Office approved the suspension on Dec. 10.

Hubbard drove 11 inmates from the St. Lucie County Courthouse in downtown Fort Pierce to the St. Lucie County Jail on Rock Road. He told investigators that the inmates were being unruly and noisy shortly after the trip began. The inmates were banging on the sides of the van and causing the vehicle to rock, he said. That's when Hubbard switched the air from cool to hot in the two compartments for the inmates. Some of the inmates interviewed for the investigation said they pulled their shirts off to cope with the heat. Internal affairs investigators said Hubbard's actions were unprofessional."


The crazy part is that Hubbard has actually gotten regular officer awards for years; as far back as 2009, and almost every year since then.

Hubbard has been rewarded for demonstrating 'exceptional achievement and teamwork,' for 'making the job safer, showing 'due care and concern, dedication,' and "attention to the safety and security of the inmates that they care for every day... These deputies to complete all tasks without incident or injury. They did it without complaining, maintained inmate and officer safety, and acted consistently with policies and procedures."

Hubbard's unit was also "recognized for their day-to-day dedication to their duties."

The accolades continue "This group is not just a team, but a team that acts as a family.They all function together flawlessly and in harmony. This is a very tight unit, comprised of extremely professional and extraordinary individuals. The deputies all put in long hours, regularly held over with little to no notice, whether on a long transport or staying late to bring inmates back from court. This is done with no complaint."

"The transportation unit is responsible for transporting inmates to and from outside court hearings, medical and dental related appointments, and other facilities including other jails and the Department of Corrections. In 2010 a cost savings collaborative with other treasure coast jails included the sharing in inmate transports began and continues today. In 2011 this joint transportation effort made our agency more efficient with staff and has saved the taxpayers of our county an estimated $21,734.70. This would not have been possible without the cooperation and determination of Sergeant Laury and his team. Another notable for the Department of Detention transportation unit is that a total of 129,137 miles were driven in fiscal year 2010/2011. This unit had no accidents in 2011.

Thursday at 10:30 a.m., St. Lucie County Sheriff Ken J. Mascara will present preside at the agency's quarterly awards ceremony at agency headquarters, 4700 West Midway Road, Fort Pierce.
